Scion can probably just use PTV and set up a situation from which he could get Garou to 'kill' a version of Tareo (which would most likely be a fake clone of the kid) and then finish off Garou as he's on the ground grieving with durability-ignoring stilling blasts. Now the fight between the two is heating up, and Garou's hunger for power and evolution brings him to a godly new form that taps into the dark powers of the cosmic unknown. Cosmic garou canonically lost all morale when he realised he had killed Tareo. Saitama wanted to calm him down and talk about things, but the newest chapter of the series threw all of that out the window. Despite Garou's best efforts to be powerful and evil, he was still being an unexpected hero through his actions. When we had last seen the two of them, Saitama and Garou's fight was actually winding down.
